A lack of screening of oil spill cleanup workers meant a sex offender got a job, and left him free to rape a colleague according to a Mississippi county sheriff.

A CNN investigation into the incident reveals that basic background checks were not done on those hired to remove oil from the beaches in and around Pascagoula.

Jackson County Sheriff Mike Byrd told CNN he was shocked when he met with the head of BP security for the area several weeks before the alleged rape took place. He said the BP representative told him that only drug screenings, not background checks, were being conducted on the cleanup workers.

“I said, ‘You’re kidding me.’ He said, ‘No.’ He said, ‘There’s so many of them, we were told to do drug screens and that was it.’ And I said, ‘Well, that’s not good at all.’ ”

Byrd said he told the BP official that “you’re going to have every type of person coming in here looking for a job, and you’re going to have the criminal element in here, and we’re not going to know who we’re dealing with if we don’t do background checks on these people.”

“It’s sad because you got a victim now by a sex offender, and he’s in our jail. Had we have known this, he would have been arrested before the crime could have been committed,” said Byrd, who also said that if asked, his department would have done the background checks for free.

Rundy Charles Robertson, 41, who faces charges of sexual battery and failure to register as a sex offender, is in the Jackson County, Mississippi, jail with bail set at $505,000. He told police that he had consensual sex with the woman. He has not yet entered a plea.

Robertson has a criminal history dating back to 1991, according to police records. He was put on the national sex offender registry for a 1996 conviction for contributing to the delinquency of a minor in Louisiana. He is also on probation after being convicted in 2003 in Georgia for cruelty to children.

Robertson had been supervising a crew of cleanup workers, including the alleged victim. She told CNN he offered to take her home one day in June because she was not feeling well.

However, she said, when he dropped her off, he asked to use the bathroom in her motel room. When he came out, she said, he raped her.

The woman told CNN she is scared and angry that this happened.

“If they would have ran the background checks, they wouldn’t have a man like that working,” she said.

A man fought back against Hartford City Hall on Thursday when he paid his car taxes in pennies, Hartford TV station WFSB reported.

Brian Kiros didn’t dispute the fact that he owed the money, but was annoyed nonetheless. He said the penny prank was his way of trying to share some of his pain.

Kiros said he moved to Vermont almost a year and a half ago, where he registered his car but failed to return his Connecticut license plates, which kept the tax meter running.

“I was so angry,” Kiros said. “I’m like, if they are going to bother me like this, I’m going to bother them. You can’t fight City Hall, so this is my fighting back.”

Kiros needed a handtruck to bring all the pennies into City Hall to pay his $301.76 tax bill.

Kiros said he needed to go to 10 different banks to get all of the pennies. The largest transaction was at a Bank of America, where he purchased $175 worth of pennies in rolls.

“It’s 50 rolls for $25, and I spent three hours last night just unrolling all of them,” Kiros said.

At City Hall on Thursday, Kiros took a number and waited his turn, happy to explain his tax-paying adventure to others waiting in the office.

It turned out Kiros’ pile of pennies was $1.72 short, but he had a few dollars in his pocket to cover the rest, and even got 28 cents back as change — including three more pennies.

A disturbing local case is putting the spotlight back on Houston as a major hub for child sex trafficking. Police say a 14-year-old girl was forced into prostitution by her own mother and grandmother.

Elizabeth Buford, 55, and her daughter Alicia Melchor, 31, are charged with compelling prostitution.

FOX 26 News briefly spoke with Melchor behind bars Friday night. Melchor said she was being treated in the medical wing of the jail for high blood pressure. She denied forcing her daughter into prostitution.

“It’s a (expletive) lie. Police said she’d been prostituting herself since she was 11. There’s no way. She’s been in and out of custody and was staying with her dad until six months ago,” said Melchor. She deferred other questions to her attorney.

Investigators, though, say the two women are convicted prostitutes strapped for cash who were forcing the young girl to ‘turn tricks’ to support their drug habit.

“The juvenile indicated that her mother and grandmother were assisting her in performing acts of prostitution,” said Ryan Mitchell, Harris County Assistant District Attorney.

The trio had been renting a room at the Josephine Motel on Telephone Road. The owner tells FOX 26 News the family was paying $30 to $40 a month. He says he put them out once he received complaints from other tenants there was traffic into their unit at all times of the day.

On Tuesday, the Houston Police Department arrested Bufford and Melchor.

The allegations against them were outlined in probable cause court.

“The mother has been forcing her daughter into prostitution to get crack cocaine they smoked together and money for food and living fees,” said the prosecutor.

In Houston, girls as young as 12 are working the streets but charging a mother and grandmother with helping them is rare.

“You don’t think of your grandma doing stuff like this. Your mom and your grandma should be the people taking care of you,” said Bob Sanborn, president of Children at Risk.

Sanborn has formed a private public partnership to fund a safe house for young prostitutes. The coalition has several locations picked out.

“Right now, law enforcement would tell us there’s really not a good place to bring these girls, especially those who think they’re better off with their traffickers, of which there are many,” said Sanborn.

The 14-year-old girl will not be going back to her mother and grandmother anytime soon. Admitting she was allegedly being prostituted is a good first step to discovering a normal life, said Sanborn.

Child Protective Services is investigating but has not taken custody of the girl yet. A CPS spokeswoman is not at liberty to say where the girl is now.
